Parks Marilyn Raggio Mary Young: Secretary Foundation Staff ![]() President, SCPH Foundation Scarlett Powers Osterling joined SCPH in 2007 to lead the development of the SCPH Foundation and SCPH Communications and Public Relations, having held senior executive positions with leading educational, health care and social service organizations in the Los Angeles area seeking to advance institutional development and funding. Ms. Osterling has extensive expertise in strategic and financial development, management, leadership development, planning, fundraising and campaign development, Foundation management, public relations and communications, marketing and business development, and volunteer engagement. Ms. Osterling has held senior management posts with not-for-profit organizations for more than 25 years. She previously served as Senior Vice President, Institutional Advancement for Art Center College of Design in Pasadena, CA where she developed the College's first comprehensive Advancement program and $75 Million capital campaign, considered one of the most successful among peer institutions nationwide. As Vice President and Chief Development Officer of Saint John's Health Center in Santa Monica, CA she was a member of the medical center senior management team and head of the Saint John's Health Center Foundation, leading a $135 million capital campaign and the heath center's public relations and communications programs. Ms. Osterling was Vice President of Development and Community Relations at Good Samaritan Hospital in Los Angeles, where she was a member of the senior management team with responsibility for fundraising, marketing and advertising, business development, communications, public relations and volunteer services. As the Vice President and Chief Development Officer with Children's Bureau of Southern California, Ms. Osterling was part of the executive team that managed the organization's growth into a regional institution and was the senior executive of the Children's Bureau Foundation leading its first capital campaign and public and government relations programs. Ms. Osterling was part of the senior management team recruited to create a new foundation for California Hospital Medical Center, serving as the Director of Development. Ms. Osterling holds a Masters degree in non-profit administration from the University of Illinois, Chicago, and a Bachelor of Science degree in psychology and sociology from Iowa State University. ![]() Vice President, Philanthropy, SCPH Foundation Joining SCPH in 2007, Rebecca Shehee leads the development and management of the Foundation's Community Giving programs, focused on securing support for our Continuing Care Retirement and Assisting Living Communities. Rebecca has nearly two decades of senior-level management experience in fundraising and philanthropy in Southern California. She has a proven track-record of developing relationships with and mobilizing volunteers, major donors, senior staff and colleagues to create strong and enduring support. She is experienced in all facets of fundraising operations and charitable campaigns for bricks and mortar, endowment, programs, special initiatives and budget relief. Her fundraising career includes programs of major and planned giving, annual giving, grant writing, and managing volunteer leadership, for a range of organizations that encompass higher-education, healthcare and public-interest legal services. Rebecca's expertise has been developed through her extensive career in fundraising. She has served as Vice President of Advancement for Pitzer College, Managing Director of Development at Art Center College of Design in Pasadena, Director of Major Gifts at Saint John's Health Center, Senior Development Officer at Good Samaritan Hospital, and as Development Director for the Alliance for Children's Rights. Among her various volunteer roles, Rebecca is a very active member of several Los Angeles County foster care reform committees. She grew up in Atlanta, Georgia and received her Bachelor of Arts degree in communications from The University of Georgia. She lives in the Mt. Washington area of Los Angeles. ![]() Director of Grants, SCPH Foundation Kimberly Miller joined SCPH in 2007 to provide leadership in the area of grant funding. A non-profit professional for more than ten years, Kim has led programs in grant fundraising at several prominent institutions in the Los Angeles area, including KCET, the West Coast flagship PBS station, and Art Center College of Design in Pasadena, CA. Additionally, she has been a consultant to diverse community-based organizations in Los Angeles and Buffalo, New York, including the Los Angeles Unified School District and the Seneca Nation of Indians, securing major grants from the U.S. Department of Housing and Urban Development for capital improvements. During her career, Kim has developed significant expertise in the grant process, from prospect research and relationship-building to proposal development and grant management. At SCPH, her focus is on securing support for the spectrum of affordable housing and community-based services that the organization offers to its residents and clients. Kim graduated from George Washington University with a B.A. in Philosophy and received her M.A. and C.Phil. degrees in English Literature from the State University of New York at Buffalo. ![]() Controller, SCPH Foundation Yvette Chong-Coontz has been working as a financial manager for Los Angeles nonprofits for the past 14 years. Prior to joining SCPH Foundation, Yvette served for six years as Vice President of Finance, Chief Financial Officer at St. Anne's, a $14.5 million social services agency with 220 employees. She was responsible for leading and managing the organization's overall accounting and financial functions. She directed treasury, budgeting, and audits. Previously, she was Director of Finance at the Armory Center for the Arts in Pasadena and Manager of Financial Systems and Analysis at the Los Angeles Educational Partnership. Yvette has consulted for the accounting software developer Microsoft in the adaptation of its Great Plains and FRX solutions to the nonprofit business environment. She earned her Bachelor's Degree in Finance at California State University of Los Angeles. Yvette resides in Burbank with her husband Bob and daughter Kylie. She serves as a member of the City of Burbank Child Care Committee. |
